Following the previous operations, the insurgency is believed to be increasingly desperate after the crippling losses suffered during its assault on the UN aid sites. Intelligence indicates that surviving cells intend to retaliate by launching terror attacks against the civilian population in and around Virojoki.
The precise targets, timings and methods are unknown. Threats may include armed attackers, concealed explosives, vehicle-borne devices and insurgents operating in civilian clothing or vehicles. Public areas, humanitarian facilities and locations with large civilian concentrations are considered the most likely targets. Virojoki remains heavily populated and normal civilian movement is expected throughout the area.
Regional tensions are at an all-time high, rivalled only by the period preceding the Fall of Europe. Intelligence analysts have identified several variables bearing an alarming similarity to the conditions observed immediately before Russia began its invasion of Europe.
Russian forces remain active beyond the border and military activity throughout the region continues to increase. ORION personnel are to avoid unnecessary escalation while remaining prepared for anything.
Deploy into Virojoki and locate the planned terror attacks before they can cause mass civilian casualties. Neutralise armed threats, secure and defuse explosive devices, protect the civilian population and gather any intelligence recovered from the attack sites. Use any resulting leads to identify the insurgent network responsible, locate its leadership and eliminate the threat.
Move into the designated search area and determine the most likely targets for the reported attacks. Watch for suspicious personnel or vehicles and respond rapidly to reports of violence or explosives. Utilise your Sappers to defuse any explosives as only they will know how to do it without detonating.
Neutralise armed attackers and prevent explosive devices from reaching or destroying their intended targets. Maintain positive identification, avoid indiscriminate fire, and preserve civilian infrastructure where possible.
Search personnel of note, vehicles and secured locations for any documents or other forms of intelligence. Follow any reliable leads to insurgent facilities or personnel operating within the town. Secure any evidence found and report all discoveries to Command.
Once the immediate attacks have been stopped, use the recovered intelligence to locate the surviving insurgent command structure. Be prepared for updated tasking as the situation develops. Prevent the leadership from escaping and dismantle the network responsible for the attacks.
