Situation

Following the capture and interrogation of the HVT captured during Phase Two, and analysis of recovered documents, devices, and field intelligence, Corporate has identified evidence of an external arms supply network supporting insurgent activity throughout the Kharzan Region.

Current intelligence indicates insurgent forces are receiving weapons, ammunition, explosives, communications equipment, and other materiel from outside the country. These shipments may be entering Kharzan by sea, light aircraft, or cross-border ground movement.

At this time, Orion does not have confirmed intelligence on the route, delivery window, destination, receiving cell, or external sender. A new shipment is believed to be entering the country soon. Command does not want the first cache destroyed before the wider network is understood. The priority is to identify the route, trace the logistics chain, and gather intelligence for continued monitoring and follow-on targeting.

Insurgent forces are expected to secure logistics sites, transfer points, and communications nodes. Some support may be hidden inside civilian areas or coerced from local communities. Early compromise may cause the network to scatter or destroy evidence.

Mission

Conduct a covert reconnaissance operation against suspected insurgent logistics activity. The objective is to identify the route being used to move foreign weapons and materiel into the country, determine how the shipment is entering the region, and recover intelligence that can trace the network back through its handlers, transfer points, and external sender.

This is not a standard raid. The shipment is important, but the route and the people running it are the priority. Orion Command needs confirmation of the entry method, receiving cell, and supporting personnel so the network can be monitored and targeted later. Destroying the first cache or convoy found may disrupt the enemy for now, but risks forcing the organisation to abandon the route and tip our hand.

Teams are to prioritise stealth, observation, and SSE. Suspected insurgent points of interest should be approached quietly, with contact avoided where possible. If hostile personnel are killed or incapacitated, conceal bodies where feasible to delay discovery. Search buildings, vehicles, bodies, documents, electronics, radios, phones, maps, ledgers, and cargo markings for shipment details. Once the route is identified, confirm the entry method, locate the shipment or transfer point, exploit available intelligence, and exfiltrate before the network can react.

Execution

    Infiltrate Suspected Insurgent POIs

    Approach and search designated insurgent-linked locations believed to be connected to the logistics network. Avoid alerting the wider network where possible. Conduct SSE on buildings, vehicles, documents, phones, laptops, radios, ledgers, maps, cargo markings, and any other material that may identify shipment activity. Conceal bodies or other signs of compromise where feasible.

    Identify the Shipment Route

    Determine whether the shipment is entering by boat, aircraft, or cross-border ground movement. Establish the route, delivery window, transfer points, handlers, callsigns, cargo type, and receiving cell. Preserve intelligence value where possible by observing, recording, tracking, or marking evidence rather than destroying it immediately.

    Exploit and Exfiltrate

    Recover, photograph, clone, or mark intelligence materials that can trace the network back to its external sender. Avoid interdiction unless compromise is unavoidable or command authorises direct action. Withdraw with all recovered intelligence before insurgent QRF or the wider network can respond.
