Finland raises border readiness as Russian corps masses in Karelia

The Finnish Border Guard has confirmed “significant and unusual” movement of Russian ground forces toward the frontier in the Republic of Karelia over the past 48 hours, centred on the reformed 44th Army Corps around Petrozavodsk.

The Defence Forces South Karelia Brigade has begun a partial reservist call‑up. Officials would not confirm numbers, saying only that the measure was “precautionary and reversible.”

The government met through the night. A spokesperson said Finland has requested formal consultations with NATO allies the alliance’s first step, short of any collective‑defence decision and is “keeping every option open.”

In municipalities along the border, authorities have quietly reactivated shelter and evacuation plans not used in earnest since the Cold War. In several small frontier villages, residents have been told to pack a bag and keep their phones charged.

Moscow’s defence ministry called the movements a “scheduled readiness exercise” and accused Helsinki of “provocative militarisation of a historically Russian region.”

“The thing to watch is the clock,” said one Nordic defence analyst. “A force that wanted to negotiate would take its time. This one is moving like it has a deadline.”

The last time the roads around Lappeenranta carried an organised evacuation was 1944.
